CORGAN PUSHES PERFORMANCE ROYALTY AT JUDICIARY HEARINGThe Smashing Pumpkins’ frontman Billy Corgan (pictured left) testified on behalf of the MusicFIRST Coalition during yesterday’s House Judiciary Committee hearing on the Performance Rights Act. “As the traditional revenue streams have dried up, most notably in the overall decline of record sales, it has placed stress on who continues to benefit from the old models,” Corgan said. “The future demands new partnerships and a rethinking of long-held practices about how artists should be compensated for their music…Not everyone who hears a song on terrestrial radio buys a ticket or a t-shirt…This legislation is simply a form of restoration to artists long overdue.”
NAB Radio Board Chairman Steve Newberry also testified, stating that “your local radio stations will be forced to cut services or employees, may be forced to move from a music format to a talk format or may be facing bankruptcy“ if the performance royalty is enacted. The Chicago Sun-Times has further coverage on the hearing here. ROSIN SHOWS DESTRUCTIVE POWER NET RADIO-LEVEL ROYALTIES WOULD HAVE ON BROADCASTERSEdison’s Larry Rosin mused on the implications an Internet radio-like performance royalty would have on broadcast radio. In short, established broadcasters would collapse under Internet radio’s high royalty rates. “According to one radio executive, if a performance royalty were set at the same rate as the Internet royalty rate, a Los Angeles station like KROQ or KIIS would pay approximately $13 million. Obviously a demand like that would throw every radio company into bankruptcy almost immediately. There’s no way they could pay it and meet their other obligations,” he writes. Rosin takes the prediction a step further, crafting a mock Arbitron ratings press release which states, “Overall, AM/FM listening is down dramatically, as more and more listening is going to Internet stations from Russia…Achieving airplay on these stations remains the best way for music companies to break new music.” Read Rosin’s full post here.

It is worth noting that Corgan also expressed his (fawning) support for the TicketMaster/Livenation merger, which he’s now catching some flak over. And rightly so. It would have been easier if he just penned “suck it, fans” on that enormously visible dome of his and spared us the speech.
